Four UPDF cadres arrested
ITANAGAR, Apr 29: Four UPDF cadres were arrested from Manabum area in Changlang district of Arunachal Pradesh by Assam Rifles personnel yesterday.
The militants were apprehended from Maitri Village under Diyun Police Station, where they were taking shelter in the house of a Chakma widow. The cadres visited the village to serve extortion note to local businessmen in the area and had forcibly taken shelter in the house.
Two US made 7.65 mm Pistols, one Pt 22 mm Chinese made Pistol and ammunition have been recovered from the militants. The recoveries also include four mobile phones and combat dresses. The arrested have been identified as Lamlai Chowai @ Babu, Dipankan Chakma @ Pinti, Kina Marak and Arun Chakma. Three cadres belong to Moduk Nala area under Diyun while Lamai Chowai is from village Wingsing Namto, under Namsai Police Station.
UPDF was involved in extortion and kidnapping and other illegal activities in Namsai and adjoining areas, according to reports. The group is believed to have strong linkages with ULFA and NSCN (K).
Locate the largest tree and win reward
Itanagar, Apr 29: With the aim to create awareness among masses on the need to save environment as well as to woo tourists, Governor J.J. Singh called for locating the largest tree in shape, size and height in the State.
He has also announced cash awards of Rs 15000 for the person, who locates the largest tree. Rs 5000 each would be awarded to the next four entries. The award will be personally given by him at a function to be held at the Raj Bhavan.
The PCCF and all the Deputy Commissioners are asked to make necessary publicity among the general public. He also asked them to send the location and measurements of the top five trees to Raj Bhavan by May 31.

AAPTWA backs AAPSU
ITANAGAR, Apr 29: All Arunachal Pradesh Tribal Welfare Association (AAPTWA) backed All Arunachal Pradesh Students’ Union (AAPSU) in opposing Adi Baane Kebang (ABK)’s proposal to the state government to recognize the Mishings of Arunachal Pradesh as Adi tribes.
Claiming migration problems from different direction especially Lohit, East Siang, Lower Dibang Valley and Tawang districts, the association demanded the state government to immediately cancel the ST certificates issued to 90 Tibetan refugees in Tawang and West Kameng districts.

ITANAGAR, Apr 29: All Papum Poma Students’ Union (APPSU) supported the demand of All Papum Pare Indigenous People’s Foundation (APPIPF) for immediate arrest of all the culprits involved in the brutal attack on former Jote ASM Taba Tahi and his son and Constable Taba Vikash at Gohpur Tinali on April 13 last.
While informing that both the father and son are presently undergoing treatment at Delhi, APPSU also supported the demand for apprehension of the culprits within a week and punish them as per law failing which APPSU has decided to join APPIPF in their democratic movement to seek justice.

ITANAGAR, Apr 27: A workshop cum training programme on kiwi fruit was held at Ziro on Wednesday conducted by Amalgamated Plantation Private Limited and International Finance Coorporation in collaboration with the district horticulture department Lower Subansiri. Speaking in the programme, Commissioner for Agriculture and Horticulture stated that food security is the first priority for the citizens. He suggested the farmers to grow more horticulture crops to ensure food security.

Besides giving practical tips on how to face the interview, the resource persons also addressed several doubts, confusions and apprehensions raised by aspirants in their open interactions.
A total of 36 aspirants reaped the fruits of this intensive coaching cum mock interview programme which was coordinated by Associate Professor of DNGC Dr M Q Khan. There were six sessions of mock interview with panel members drawn from relevant areas. Among them were Director Higher & Technical Education Dr. Joram Begi, Director Planning Sonam Chombey, who is from the IRS, APCS toppers Habung Lampung and Likha Teji, Associate Editor of The Arunachal Times Tongam Rina, Associate Professors of DNG College Dr. R.B. Tripathy, Dr. P.C. Panda, Dr. S.K. Sharma, Mrs. N. Sharma, Dr. M.Q. Khan.
On the penultimate day today, IRS officer Sonam Chombey shared tips on how to face and crack the exams with honesty, headwork and sincerity while Dr Begi briefed the qualities that is expected of a civil servant. Chombey spent the whole day with the aspirants responding to their various queries and preparing them to face the interview.

A team of doctors led by Dr. Lenin Ligu, chief surgeon, Dr. Tabu Muri , assistant surgeon, Dr. A Chakraborty and Dr S Roy anesthetist operated upon a 70 year old patient, namely, G Bhattacharya and succeeded in total hip replacement. Bhattacharya sustained a fracture of neck of his right femur in a road accident on April 19.

ITANAGAR, Apr 29: A year after the passing away of the former Chief Minister Dorjee Khandu and four others, including his Personal Security Officer, prayer meetings are being held at Tawang.
On Monday, a candle light procession will be taken out starting from Tawang Monastery via War Memorial and Manjushree Vidyapeeth and it will culminate at cremation site of the late chief minister at Lemberdung where prayer meeting will be held led by the monks.
On April 30 last year, the Late Chief Minister and his entourage consisting of his personal security officer Yeshi Chodak, Yeshi Lhamu, sister of Congress MLA Tsewang Dhondup, Captain T.S. Manik and Captain J.S. Babbar from Tawang had gone missing while they flew from Tawang to Itanagar in a Pawan Hans helicopter.
Despite putting in the services of the much touted Indian Space Research Organisation (ISRO) and Sukhoi jets, it took five days to locate the bodies putting a question mark on the reliability, preparedness and accuracy of the Indian agencies.

“The state was on a fast track development during the regime of Khanduji. In his tragic demise we lost a visionary, who had the ability to take Arunachal to heights never reached. We will always miss him,” Tuki said.
Recalling his days with late Khandu, Tuki hailed him as a man with great passion and zeal to work overtime for welfare of the people and development of the state.
“His death has definitely created a void which cannot be filled up easily. However, on this solemn day, I reiterate my pledge to the people that I will give everything to fulfill the visions and dreams of Late Khandu,” he said in an emotive note.
He also appealed everyone to take a pledge on this solemn day to cooperate with the government and fulfill Khanduji’s dream for a prosperous and peaceful Arunachal Pradesh.
“This will be the best and greatest tribute to the late leader that we can pay,” he added.
Apex Bank emphasises on settlement of Bikajai cases
ITANAGAR, Apr 29: Cooperation secretary cum RCS H K Shalla has called upon all the branch managers (BMs) of the Apex Bank to liaise with the deputy commissioners and other administrative officers of the districts for early settlement of the Bakijai cases. The latest list of the PDS loan defaulters should be submitted to DCs/DST and other work departments for release of bills through Apex Bank and for recovery of their dues, Shalla said while addressing the two days branch managers’ conference of Apex Bank held at CTC, Naharlagun on April 26 and 27.

Unannounced inspection to check pilferage of PDS items
ROING, Apr 29: District PDS Monitoring Committee would conduct unannounced inspection of Fair Price Shops located in Roing township atleast once a month, in addition to normal inspection conducted by Food and Civil Supply officials to check the pilferage of PDS items.
It was decided in a meeting of the district PDS Monitoring Committee held here under the chairmanship of Lower Dibang Valley deputy commissioner Garima Gupta to discuss the impeding lacunae on smooth running of PDS in the district. the FPS owners would have to submit weekly stock position of the PDS commodities along with weekly dispatch report, the meeting resolved.
While F&CS Department would make available copy of drawal/lifting report of PDS commodities by FPS to this committee the wholesale nominee cum carriage contractor will have submit upto date dispatch report of PDS commodities to respective FPS every week. FPS owners would also submit weekly stock position of the PDS commodities along with weekly dispatch report, the meeting futher resolved..
The department of F&CSO would submit status report of PDS functioning by the first week of the month while a report based on random checking of Ration Cards (APL/BPL/AAY) of beneficiaries and veracity of the receipt of entitled quantity and inspection report of FPS will be submitted every month to the Deputy Commissioner.
Special permit for issue of PDS items from reserved quota would be issued after obtaining approval from the Deputy Commissioner and records of issuance will be maintained accordingly, the meeting resolved. The meeting directed the wholesale nominee to maintain reserve stocks of 30 Qtls rice and 5 Qtls Levy Sugar during monsoon Liquefied Petroleum Gas (LPG) and SKO (Kerosine) agencies are also asked to maintain stock of 50 LPG cylinder, 300 liters kerosine at Roing and 72 liters kerosine at Shantipur.
The Committee also discussed on various complaints, such as use of domestic LPG cylinders by the restaurant and hotels for commercial purpose in total violation of rules.
The meeting also decided to serve notice for conversion of domestic connection being used by commercial establishments to commercial licences within a month with direction to the LPG Agency to make commercial LPG Cylinders available for them.
Any hoteliers and restaurant owners found using domestic cylinders in commercial purposes will be seized and necessary action would be taken against the defaulters as per the law, it added. DIPRO

3rd Gora Pertin Memorial Football Tournament
ROING, Apr 29: 3rd Gora Pertin Memorial Football Tournament kicked off at Roing yesterday.
Altogether 8 teams are participating in the tournament. Final match will be played on May 16.
The tournament is organised every year in memory of Late Gora Pertin, the first Protem Speaker of the Provincial Assembly (1975) of Arunachal Pradesh cum District Councilor of the then undivided Lohit district under the aegis of Adi Cultural & Literary Society, Lower Dibang Valley District.
Parliamentary Secretary, Public Health & Engineering Department Karikho Kri inaugurated the Tournament at Rayang Middle School Playground.
In his inaugural speech, Kri exhorted the youths to participate in the tournament with the spirit of true sportsmanship and called to maintain communal harmony and brotherhood among the two major tribes of the district saying, “we are deeply hurt when there is infighting among any two brethren tribes of the state”. Government are not using our service and expertise whereas public are dying every year for the need of specialist care. Our three years of sacrifice and hard work in pursuing MD/MS degree are a wastage. If the govt does not have sufficient money to pay for the specialist post, no problem, we are ready to work in our own present pay scale, but we want to work as specialist \with dignity and honour which is our due.

A true leader remains in the heart of all
Dear Editor,
The 30th April, that fateful day a year ago, shall ever remain engrained in the minds of the people of Arunachal Pradesh, for they lost their beloved leader, late Chief Minister, Dorjee Khandu, in a tragic copter crash.
On his first death anniversary while paying my highest tribute to the departed leader, I would like to extend to the family members and relatives of the late Chief Minister, my deepest and heartfelt condolence. The unbearable pain and suffering they had underwent and continue to endure, is by any measure, impossible to be expressed in words.
Nevertheless, I would like them to know that the entire nation and the state share your pain and loss and join you in mourning the irreplaceable loss with heaviest heart and tearful eyes.
True leaders live in the heart of his people!
I sincerely hope that this realisation will give your some solace and instill in your heart much needed inner strength that will help you face the difficult situation with equanimity!

Upgrade the fire services
Dear Editor,
I have witnessed the fire accident that broke out in the vicinity of my residence while I was busy in playing cricket with the children of the locality as it was a Sunday.
Suddenly, I heard a wave of fire and simultaneous blasting of gas cylinder which made us rush to the spot. Till then 50% of houses had already been gutted.
I enquired about the fire brigade and someone nearby informed me that phone call has been made already.
But it is informed that the phone number of Naharlagun station was not working and the message of the fire had to be relayed to them through Itanager station. There was fear among the people of D Sector that the whole area would be engulfed as the fire tender did not arrive on time. Some people were even seen shifting their belongings.
Lastly the fire brigade came and no doubt they brought the situation under control, but to my utter surprise they had limited manpower and fire tender. Though they managed to douse the fire, I don't think they would be of any help is a bigger tragedy occurs.
We heartily appreciate their noble job. But I want to suggest the authority to have sufficient number of fire tenders for the safety of the future. And I also request the authorities to ensure that telephone is always in order in case of any emergencies.

The Mishings
Dear Editor,
I welcome the stand taken by AAPSU on the ABK-
When almost all the tribes of the state are striving to protect their ethnic purity and cultural uniqueness, it is sad to learn that the ABK is contaminating its own tribe by trying to include the Mishings into its fold, who originally happen to hail from Assam and whose members also taking pride in being called an Assamese, rather than being called a tribal of AP.
Such move should be thwarted and nipped in the bud. Though not in large number, the Mishings are scattered in different pocket of the state and attaining tribal status, it is evident in future, they will seek for land and residential rights, which might not be welcome by different tribes of the state.
Therefore, through the columns of your esteemed daily, I request individual and organisations
to undertake a detailed research and analysis before wanting to take decisions that

Poaching a great threat to tiger conservation
Poaching is still the main cause of the tiger’s decline and the greatest barrier to achieving the goal of doubling wild tiger numbers by 2022. Reports of illegal tiger trade and smuggling in the past months have shown that poaching is still a crime without serious deterrents. Tiger parts were almost certainly derived from poaching. The number of tigers killed due to poaching may be higher as it is often very hard to detect actual poaching events.
During the same period, there were also reports of arrests of persons caught in possession of tiger parts in India and the other tiger range countries, namely, China, Malaysia, Nepal, Thailand and Vietnam.
India is the only tiger range country to systematically monitor tiger deaths and make this publicly available online.
Experts feel that poachers are profiting at the expense of the tiger range governments. Putting an end to poaching would ensure that the investments of the governments and donors do not simply become financial gains for the poachers and tiger traders.
WWF has come up with five steps tiger range countries can take immediately to launch a joint operation towards zero poaching. These include identifying and delineating the most important sites requiring good protection from poaching, ensuring these sites have sufficient, effective and dedicated enforcement teams, working with police and judiciary to ensure strict punishment on poaching, and actively engaging local communities living adjacent to the important areas in tiger conservation.
